The Palomar you have was refinished (riser section) as the hand written serial number is missing that is always next to the hard stamped number "45" (draw weight at 28") Because of this and since this bow has woven glass, the year would be between 1956 to 1958. In 1959 Howatt started using 3M glass on all models. The Palomar model stopped in early 1961, then re-introduced in 1963 with a completely different riser design. Bower ID's were dropped at the end of 1960 with some models ending in early 1961 before the big change in late 1961 for all models. Since the script is missing, only Larry Hatfield would know who made that bow based on the tip shape. Worth noting: Jim Hook (Bower #2) and Darwin Baldridge (Bower #3) made most of this model during this time frame. My guess based on the tips, it would be Darwin Baldridge as I have a few of his bows AND Jim Hook made the tips rather small unlike the ones on your bow...
