i seen a black widow psaIII today that had tiny bubbles or grains in the finish of the whole bow. is there something wrong with this bow or did the have a textured type finish at one time?

Got these Hex5h limbs used, they are in good shape except the finish is flaking off. As you can see this is occurring mainly where the limb savers were which actually came off with the finish, but now the finish is continuing to flake off. I know Border will refinish for $125 + overseas...
