Tiller

I am in the process of building a 60" hickory recurve. I plan on backing the hickory with bamboo. This is my first recurve and first lamination project (I have built a few flat bows) and I have a couple of questions that I hope I can get some direction on:
I am assuming I tiller the bow prior to steaming but do I laminate it first and add a riser? If I don't have the riser and backing on I am concerned that the tillering will be off but also concerned that the glue will give way in the steam bath.
If I slow boil the bow vs steaming does this damage it?
Appreciate any direction I can get--thanks
